The Community Radio Toolkit is based on the work of some of the UK’s most experienced community broadcasters and offers a useful guide to most aspects of running a community station.  It is now out of print but its contents can be viewed or downloaded for free from www.communityradiotoolkit.net.  The web site also contains other guidance and resources and links to new projects from its host charity Radio Regen.
